In my opinion and what i have read and watched , Yes the Greek government has a responsibility in the crisis . Simply , it ignored the persistent fiscal deficit balance. Also, they borrowed too much money !!!!
At the same time IMP and European Union. In my opinion are responsible too. Also, some of the responsibility falls on the shoulders of other countries which have lent money to Greece. borrowers and lenders share equal responsibility , borrowers should only borrow as much as they know they can pay back, and lenders should stop lending when the borrowers cannot pay back. What IMF does is attempting to apply Neo-radicalism to the framework: deregulation and privatization, so as to maintain to gain an enormous measure of cash while pumping/loaning cash to reach out of lifespan of Greece.
But the help of IMF did not come out got it actually worsen the situation in Greece. I believe it is the result of capitalism too and the Government should control the power of the bankers and corporation in order to re-belt the economy again. The idea of investigating the legitimacy of the Greece debt , turned out that Greece has less debt than before. Bankers , Corporation are always behind any CRISIS !!!
